Concept of Event: An informative speech is an original presentation designed to clearly explain, define, or illustrate a particular subject. Because the basic purpose of the speech is to inform, material that is argumentative, persuasive, or entertaining may be used only to illustrate, enliven, or clarify the information the speaker presents.
The purpose of an informative speech is to secure understanding. The topic should be suitable for the audience, yet reflect originality. A good informative speech is developed through organization, amplification, clarity, and interest. Supporting material should be presented in a logical manner designed to maintain a high level of interest for the listener.
BASIS FOR DECISION
Oral Presentation: The delivery of the speech should be enthusiastic, direct, sincere, and communicative. The speaker should give the impression of genuineness without affectation in attitude, manner, or appearance. The speaker's delivery should be effective in enlisting and holding the interest of the audience. The speaker may deliver the speech from a manuscript, memory, an outline, or any combination thereof.
Action and Platform Conduct: The speaker should exhibit personality, maintain direct eye contact with the audience, show physical poise, and demonstrate freedom in posture, movement, and gesture. Prompting from the audience is not allowed and could be the basis for disqualification.
Script requirements: Contestants must have a manuscript or an outline available for a judge to review in the round if requested. Contestants must use proper documentation of all source material used in the manuscript or outline. The manuscript or outline must include directly quoted material and/or paraphrased material, which is used in the speech. Plagiarism, the failure to provide accurate credit to the author(s) of directly quoted material or paraphrased material, is a serious offense and is a basis for disqualification. The script may be a hard copy or an electronic version on a device that can be made available to the judge in the round. A judge request for a contestant’s script must be made within the time frame of the round of competition. Should a judge need more extensive review time, the judge should make arrangements through tournament officials and the contestant’s coach.
Visual aids: The speaker may wish to incorporate the use of visual aids, audiovisual projections, or demonstrations. A demonstration is defined as the actual operation of a piece of equipment, an object, a device, or a process. Visual/audio aids should supplement the presentation and should not be the major focus of the speech. The use of visual aids, audiovisual projections, or demonstrations should not interfere with the speaker's communicative contact with audience. Only one easel or electronic display monitor may be used. No other display equipment is allowed. Set-up time is limited to two minutes.
▶Oratory5:00–8:00
An oration is an original, persuasive speech. The oration may eulogize a person, alert the audience to a threatening danger, strengthen the devotion of the audience to an accepted cause, or present a solution to a problem.

The contestant will also engage in a satisfactory analysis and synthesis of news items through broadcasting, including a one-minute editorial.
The broadcast should be a factual and accurate presentation of recent news. Consideration should be given to the organization of the prepared copy with the emphasis on announcing techniques and the editorial. The broadcaster should provide a clear transition to identify the editorial, which may be placed at any point in the broadcast. The suggested time limit for the editorial is one minute, not inclusive of the time spent reading the news story upon which the editorial is based. The substance of the editorial should reflect an understanding of the issue and should suggest an analytical judgment.

▶Dramatic Interpretation5:00–8:00

A judge request for a contestant’s script must be made within the time frame of the round of competition. Should a judge need more extensive review time, the judge should make arrangements through tournament officials.
Coaches should monitor and evaluate student sources to encourage the presentation of relevant news stories through verified factual information and the appreciation and use of news outlets that avoid political leanings.
Procedure: Contestants will prepare the news copy for their presentation prior to the tournament except for the editorial. The arrangement of current news stories should follow a coherent and organized manner to provide an informative presentation. The MIFA office will supply a distinct editorial story for Regional and State Final contests for every round at each level of competition. Editorial news stories provided should range between 150-250 words in total and should be chosen to provoke a wide variety of responses.
All contestants must use only the story that is made available by the Tournament Director for the editorial segment. The Tournament Director will also provide the judge(s) with the story selected for editorial commentary. The judge must return all editorial copies to the tabulation room with his or her ballot.
While original content is not allowed, students may synthesize material from multiple sources for each news story. Choice of editorial topic from outside the provided copy may result in the disqualification of the contestant from further competition; however, openings and closings for broadcasting may include the contestant's name and/or references to local conditions, such as weather and/or traffic conditions. Commercial content is not allowed. Original transitional phrases are acceptable and encouraged. In broadcasting, a transition is a phrase or sentence relating one news story to another news story
Prior to the receipt of the copy, the contestants may draw for or be assigned a presentation order [Speech Activities, Individual Events Activities: Presentation Order]. At eight-minute intervals, following the presentation order, each contestant receives the editorial copy. The contestant has fifteen minutes to cut, edit, write, and integrate the editorial copy into their five-minute broadcast. The contestant may use appropriate resource material (including personal technology) to assist in the preparation of the broadcast; however, the content of the editorial must reflect the words of the broadcaster. The use of technology to confer with external sources is prohibited. Furthermore, the use of pre-written editorials will result in disqualification.
There shall be no communication between contestants during their entire preparation time. The person in charge of the preparation room may dismiss a contestant from the contest if the contestant persists in talking or if the use of personal electronic technology is disruptive. Contestants should not enter the competition room while another speaker is presenting. Entering a room during a broadcast could result in the disqualification of the offending contestant. Following the broadcast, the participant must remain in the contest room until the conclusion of the section unless otherwise indicated by the tournament director. A contestant who leaves the contest room following his or her presentation may be disqualified from further participation in the particular tournament, or a rank of four with no percentage points could be assigned to the contestant for the round in which the individual left the contest room following his or her broadcast.

Students must present from a seated position. During the process of the speech, the speakers may only use notes made during the one-half hour preparation time preceding the time of speaking. Topics may be on any subject but must be presented as plain text.
Procedure: The MIFA office will supply specific Commentary speaking topics for regional and state tournament rounds. The Tournament Director supplies topics. Judge(s) receive a copy of the topics for Duo Commentary and the list of speakers in order from the Prep Room. Each round will have a different theme. These themes will be made available at least 24 hours before the start of a tournament. Each duo will draw a total of three topics from a beginning field of 10. The contestants will then choose one of those three topics to speak on. Contestants may use physical or digital means to research for their presentation but must not confer with individuals outside of their duo.
After preparation, the judge and contestants should follow this process:
1. The person in charge of the commentary drawing will provide a master sheet for the judge(s) in each round with the code number of each duo by the appropriate topic. Each duo should give the chosen topic to the judge prior to the presentation. Only one duo per section may speak on a particular topic.
2. Following the presentation, the participants must remain in the contest room until the conclusion of the section unless otherwise indicated by the tournament director. A contestant who leaves the room following their presentation, without permission, may be assigned a rank of four with no percentage points and/or disqualified from further participation in the particular tournament.
3. The judge must return all copies of the commentary speaking topics to the tabulation room with his or her ballot.
BASIS FOR DECISION

During the process of the speech, the speaker may only use notes made during the one-half hour preparation time preceding the time of speaking.
Procedure: The MIFA office will supply specific extemporaneous speaking topics for regional and state tournaments. The Tournament Director supplies topics invitational tournaments. Judge(s) receive a copy of the topics for extemporaneous speaking and the list of speakers in order from the Prep Room.
Topics for the state elimination series will consist of questions on current events as of January 1, of state, national, and international political and social issues. Preliminary rounds will alternate between national and international issues. Each semifinal and final round will include topics from both national and international issues.
After preparation, the judge and contestants should follow this process:
1. The person in charge of the extemporaneous drawing will provide a master sheet for the judge(s) in each round with the code number of each contestant by the appropriate topic. Each contestant should give the chosen topic to the judge prior to the presentation. Only one contestant per section may speak on a particular topic.
2. Following the presentation, the participant must remain in the contest room until the conclusion of the section unless otherwise indicated by the tournament director. A contestant who leaves the room following their presentation may be assigned a rank of four with no percentage points and/or disqualified from further participation in the particular tournament.
3. The judge must return all copies of the extemporaneous speaking questions to the tabulation room with his or her ballot.
BASIS FOR DECISION
Oral Presentation: The delivery of the speech should be enthusiastic, direct, sincere, and communicative. Either the judge or an alternate timekeeper, under the supervision of the judge, is responsible for using a stopwatch and for displaying time cards that are clearly visible to the contestant unless the performer prefers not to have visual timing. The number showing on the card should indicate the amount of time remaining. Judges should give an oral report of the actual time at the completion of each performance. Timing must be indicated on the ballot as well as on the contestants' critique sheets.
Presentations that do not conform to the suggested time parameters may be penalized at the discretion of the judge. Penalties are not mandatory for timing irregularities.

Concept of Event: Impromptu speaking should develop speakers ability to provide reasoned responses with minimal preparation to a topic. The impromptu speech will reflect knowledge about a general subject area presented in an articulate manner within an organized framework.
The purpose of this event is to allow the verbalization of individual analysis on a topic of general interest. The emphasis is on the establishment of a position on the topic. Organization is important. The speaker should endeavor to relate to the concepts of the topic. Examples and illustrations from any area of knowledge may be used to highlight the theme of the presentation. A contestant may make notes or a brief outline during the time between receiving the prompt and beginning their presentation. Contestant may speak with or without the use of notes.
Procedure: The MIFA office will supply specific impromptu speaking prompts for regional and state contests. To remove the topic as a variable factor in the decision, all contestants in the same section will speak on the same topic. Topics will be short quotes, editorials, (with a maximum of 150 words), resolutions and/or visual prompts.
Prompts are made available to speakers in the following manner:
1. The sealed envelopes containing the impromptu prompts for each section will be given to the appropriate judge(s) immediately prior to each round. The judge should not open the sealed envelope containing the topic until they are in the competition room.
2. At invitationals, contestants may draw for speaking order. At MIFA Regional and State Final events, contestants perform in the order listed on the schematic. Contestants wait in the hall and at six-minute intervals, report to the competition room in order to take their turn. Contestants should enter only upon a signal from the judge. The only materials a contestant is allowed to bring into the room are writing implements, blank note cards, and/or blank paper. The contestant is not allowed to bring prepared notes, documents, publications, or printed material of any nature into the room. Contestants are to remain in the room after speaking unless otherwise indicated by the tournament director.
3. The judge will open the sealed envelope containing the prompt in the presence of the first contestant. Each student should be given a copy of the prompt at the beginning of their turn. If the tournament director supplies multiple copies of the prompt each contestant should speak from a "fresh" copy of the topic. Timing will begin when the contestant receives the topic from the judge.
4. Six minutes is the suggested total time limit for preparation and speaking for each contestant. Signals for preparation time are at the request of the contestant. There is no minimum speaking time; however, it is conceivable a contestant could speak for most of the six minutes. Timing should begin with the six-minute card and progress downward using MIFA procedures [Speech Activities, Individual Events: Tournament Procedures (Timing)] to zero. Verbal announcements of the total presentation time must be made at the end of the presentation. Presentations, which do not conform to the suggested time parameters, may be penalized at the discretion of the judge.
5. After speaking, each contestant shall return the topic to the judge and must remain in the room to listen to the remaining speakers. It is important, in this situation, that the judge collects the multiple copies of the topic from the contestants prior to allowing the contestants to leave the room. The judge must return all copies of the prompts to the tabulation room with their ballot.

The presentation should not be dominated by choreography, and movement should be appropriate to the theme of the presentation. The use of a manuscript or notes is optional. NO hand props, decorative scripts, lighting, scenery, reader’s stands, benches, platforms, or risers are permitted. ONLY chairs, stools, and blox (BLOX with an X is defined as: An object with a flat base, top and sides, typically square or rectangular) are acceptable. Any physical manipulation using a chair/stool/blox during a round is allowable and permissible.
Suitability of Selection: Selections should reflect a reasonable standard of literature that is appropriate for the level of competition. The selections should be appropriate to the age, temperament, and capabilities of the interpreter. The selection(s) should be of the type that shows insight into human nature and creates an impact on the listener. Editing is permitted, but the author's intent must be preserved. The rewriting of a selection to change the gender of the primary characters is inconsistent with the author's intent and thus is not permitted. In interpretation events, the use of quality literature should be noted favorably, and a selection devoid of literary merit should be scored accordingly.
Timing: Each presentation must be timed. Timing starts when the presentation of the contestant begins.
HIGH SCHOOL: Time limit for Poetry Interpretation in high school is five (5) minutes to eight (8) minutes.
MIDDLE LEVEL: Time limit for Poetry Interpretation in middle level is four (4) minutes to seven (7) minutes.
Contestant Evaluation: The ballot must be completely filled out and needs to include the contestant's name and code, the author, the rank, the percentage score, and the time of the presentation. Judges are to complete their ballots legibly.
Each judge shall rank the participants as 1,2,3, according to the relative merits of the contestants. All other contestants will receive a rank of 4. The judge shall also assign a percentage score ranging from 100 to 75. No two contestants can be given the same percentage.
All point scores must be assigned in whole integers. One hundred percent must be assigned to the best contestant with the points for all other contestants in the range of 99-75. The assignment of a score between 79-75 should be reserved for special circumstances; such as when a contestant fails to complete his or her presentation, exhibits inappropriate behavior, or performs highly inappropriate material.
Critique sheets and ballots must be ballot collection/returned to the tabulation room at the conclusion of each round.
Note: Please follow the instructions given at the judge’s meeting concerning speaking order. Some Invitational tournaments may draw in round. Regional & State Tournaments use the order as listed on the schematic.
