Oratorical Declamation involves a student delivering a non-original oration written by another person.
The speech must have been presented as a public address and published in print. Original oratory speeches used in forensics competition are not allowed. The original speaker’s words may not be altered for this presentation with the exception that cutting is permitted. A student may not reuse material presented at any competition from a previous academic year. The presentation should include an introduction that provides the title of the speech and the author, and should include relevant information about the situation in which the speech was originally delivered. This event is an exercise in interpretation, not mimicry, so the contestant should avoid trying to reproduce the delivery style of the original speaker. Each speech is presented without the use of physical objects, script, or costume.
The time limit for declamation in middle level events is four minutes to seven minutes. Presentations that do not conform to the suggested time parameters may be penalized at the discretion of the judge. Penalties are not mandatory for timing irregularities.
BASIS OF DECISION
Suitability of Selection: Selections should reflect a reasonable standard of material that is appropriate for middle school competition. The selection should be adapted to the age, temperament, and capabilities of the speaker. The selection should be of the type that shows insight into human nature and creates an impact on the listener. The original speaker’s words may not be altered for this presentation with the exception that cutting is permitted.
Action and Platform Conduct: The student should exhibit personality, maintain direct eye contact with the audience, show physical poise, and demonstrate freedom in posture, movement, and gesture. Prompting from the audience is not allowed and could be the basis for disqualification.
Oral Presentation: The delivery of the speech should be enthusiastic, direct, sincere, and communicative. The speaker’s delivery should be free from marked defects in the mechanics of speech – quality and use of voice, enunciation, and fluency – and should be effective in enlisting and holding the interest of the audience. This event is an exercise in interpretation, not mimicry, so the contestant should avoid trying to reproduce the delivery style of the original speaker. The speech may be delivered with a manuscript but without the use of physical objects or costumes.
Timing: Each presentation must be timed. Timing starts when the presentation of the contestant begins. Either the judge or an alternate timekeeper, under the supervision of the judge, is responsible for using a stopwatch and for displaying time cards that are clearly visible to the contestant unless the contestant prefers not to have cards. The number showing on the card should indicate the amount of time remaining. Judges should give an oral report of the actual time at the completion of each performance. Timing must be indicated on the ballot as well as on the contestant’s critique sheet. The suggested time limit for declamation is four minutes to seven minutes.
Contestant Evaluation: The ballot must be completed and must include the contestant's name and code, the rank, the percentage score, and the time of the presentation. Judges are to sign their ballots. Each judge shall rank the participants as 1,2,3, according to the relative merits of the contestants. All other contestants will receive a rank of 4. The judge shall also assign a percentage score ranging from 100 to 75. No two contestants can be given the same percentage. All point scores must be assigned in whole integers. One hundred percent must be assigned to the best contestant with the points for all other contestants in the range of 99-75. The assignment of a score between 75-79 should be reserved for special circumstances; such as when a contestant fails to complete a presentation, exhibits inappropriate behavior, or performs highly inappropriate material. Critique sheets and ballots must be given to the tournament director or returned to the tabulation room at the conclusion of each round.
Note: Contestants do NOT draw for order. Use the order as listed on the schematic.

The contestant will also engage in a satisfactory analysis and synthesis of news items through broadcasting, including a one-minute editorial.
The broadcast should be a factual and accurate presentation of recent news. Consideration should be given to the organization of the prepared copy with the emphasis on announcing techniques and the editorial. The broadcaster should provide a clear transition to identify the editorial, which may be placed at any point in the broadcast. The suggested time limit for the editorial is one minute, not inclusive of the time spent reading the news story upon which the editorial is based. The substance of the editorial should reflect an understanding of the issue and should suggest an analytical judgment.
Script Requirements: Contestants must have a manuscript available for a judge to review in the round if requested. Contestants must use proper documentation of all source material used in the manuscript. The script may be a hard copy or an electronic version on a device that can be made available to the judge. A judge request for a contestant’s script must be made within the time frame of the round of competition. Should a judge need more extensive review time, the judge should make arrangements through tournament officials.
Interpretation 8
▶Dramatic Interpretation5:00–8:00
Dramatic Interpretation is the presentation of a serious or humorous selection from a play written for either the stage or the electronic media. The cutting may be from a single selection of literature or a compilation. Adaptations of works from other genres (adaptations of poems, novels, or short stories) that are written for performance on the stage or in an electronic medium (radio, film, television) are permitted. In dramatic interpretation, a character developed in depth in a monologue is equally acceptable as a multiple character performance.

Special 3
▶Poetry Slamup to 3:00
Students perform their original poetry in a spoken-word competition evaluated by 5 judges (scored on a scale of 1-10, using one decimal point). Poems must be no longer than 3 minutes. Students may not use any props, stools, or musical accompaniment. Poems and physical actions must still comply with the Standards For Performance. The high and low score will be dropped and the three remaining scores will be added together to determine the poet's score for the round. There will be a .5 deduction for each 10 seconds the poem goes over 3 minutes, with a 10-second grace period. This means that the penalty goes into effect at 3:11. All participants need to be prepared with a minimum of 3 poems, as students may not repeat poems and will need a third poem if they qualify for the final round. There will be 2 preliminary rounds of slam, so each poet will read at least twice. Students will be placed in sections of 4-8 for each flight. There may be 2 or more flights of slammers in each round. The final round will take place in the theatre during lunch. After finals, Slam participants will eat lunch and spend the remainder of the day participating in a writer's workshop.
▶Progressive Debate
In Progressive Debate individuals, as opposed to teams, debate, using the April NSDA Public Forum topic. There are 4 to 6 debaters in each round, who draw for order at the beginning of the round. Speaker one presents a short PRO constructive speech (2½ minutes). Speaker two, and each speaker after, may EITHER take 2 minutes of prep and then cross-examine the speaker before them for 2 minutes, OR cross-examine first and then take the prep — it is their choice. They then give a 5-minute speech: a CON rebuttal to the previous speaker's PRO (about 2½ minutes), then their own PRO constructive (about 2½ minutes). This continues until the last speaker has given their PRO. The first speaker then takes prep and cross-examines the last speaker, in either order, and closes with a CON rebuttal against them (2½ minutes). During prep, debaters may use notes, research and the internet, but may not contact any person. Evidence must be cited with at least its author or source and its date. Speakers are scored like an individual event: 1/100, 2/99, 3/98, 4/97. Judges are often lay judges with no special debate training.

Coaches should monitor and evaluate student sources to encourage the presentation of relevant news stories through verified factual information and the appreciation and use of news outlets that avoid political leanings.
Procedure: Contestants will prepare the news copy for their presentation prior to the tournament except for the editorial. The arrangement of current news stories should follow a coherent and organized manner to provide an informative presentation. The MIFA office will supply a distinct editorial story for Regional and State Final contests for every round at each level of competition. Editorial news stories provided should range between 150-250 words in total and should be chosen to provoke a wide variety of responses.
All contestants must use only the story that is made available by the Tournament Director for the editorial segment. The Tournament Director will also provide the judge(s) with the story selected for editorial commentary. The judge must return all editorial copies to the tabulation room with his or her ballot.
While original content is not allowed, students may synthesize material from multiple sources for each news story. Choice of editorial topic from outside the provided copy may result in the disqualification of the contestant from further competition; however, openings and closings for broadcasting may include the contestant's name and/or references to local conditions, such as weather and/or traffic conditions. Commercial content is not allowed. Original transitional phrases are acceptable and encouraged. In broadcasting, a transition is a phrase or sentence relating one news story to another news story
Prior to the receipt of the copy, the contestants may draw for or be assigned a presentation order [Speech Activities, Individual Events Activities: Presentation Order]. At eight-minute intervals, following the presentation order, each contestant receives the editorial copy. The contestant has fifteen minutes to cut, edit, write, and integrate the editorial copy into their five-minute broadcast. The contestant may use appropriate resource material (including personal technology) to assist in the preparation of the broadcast; however, the content of the editorial must reflect the words of the broadcaster. The use of technology to confer with external sources is prohibited. Furthermore, the use of pre-written editorials will result in disqualification.
There shall be no communication between contestants during their entire preparation time. The person in charge of the preparation room may dismiss a contestant from the contest if the contestant persists in talking or if the use of personal electronic technology is disruptive. Contestants should not enter the competition room while another speaker is presenting. Entering a room during a broadcast could result in the disqualification of the offending contestant. Following the broadcast, the participant must remain in the contest room until the conclusion of the section unless otherwise indicated by the tournament director. A contestant who leaves the contest room following his or her presentation may be disqualified from further participation in the particular tournament, or a rank of four with no percentage points could be assigned to the contestant for the round in which the individual left the contest room following his or her broadcast.

Concept of Event: Impromptu speaking should develop speakers ability to provide reasoned responses with minimal preparation to a topic. The impromptu speech will reflect knowledge about a general subject area presented in an articulate manner within an organized framework.
The purpose of this event is to allow the verbalization of individual analysis on a topic of general interest. The emphasis is on the establishment of a position on the topic. Organization is important. The speaker should endeavor to relate to the concepts of the topic. Examples and illustrations from any area of knowledge may be used to highlight the theme of the presentation. A contestant may make notes or a brief outline during the time between receiving the prompt and beginning their presentation. Contestant may speak with or without the use of notes.
Procedure: The MIFA office will supply specific impromptu speaking prompts for regional and state contests. To remove the topic as a variable factor in the decision, all contestants in the same section will speak on the same topic. Topics will be short quotes, editorials, (with a maximum of 150 words), resolutions and/or visual prompts.
Prompts are made available to speakers in the following manner:
1. The sealed envelopes containing the impromptu prompts for each section will be given to the appropriate judge(s) immediately prior to each round. The judge should not open the sealed envelope containing the topic until they are in the competition room.
2. At invitationals, contestants may draw for speaking order. At MIFA Regional and State Final events, contestants perform in the order listed on the schematic. Contestants wait in the hall and at six-minute intervals, report to the competition room in order to take their turn. Contestants should enter only upon a signal from the judge. The only materials a contestant is allowed to bring into the room are writing implements, blank note cards, and/or blank paper. The contestant is not allowed to bring prepared notes, documents, publications, or printed material of any nature into the room. Contestants are to remain in the room after speaking unless otherwise indicated by the tournament director.
3. The judge will open the sealed envelope containing the prompt in the presence of the first contestant. Each student should be given a copy of the prompt at the beginning of their turn. If the tournament director supplies multiple copies of the prompt each contestant should speak from a "fresh" copy of the topic. Timing will begin when the contestant receives the topic from the judge.
4. Six minutes is the suggested total time limit for preparation and speaking for each contestant. Signals for preparation time are at the request of the contestant. There is no minimum speaking time; however, it is conceivable a contestant could speak for most of the six minutes. Timing should begin with the six-minute card and progress downward using MIFA procedures [Speech Activities, Individual Events: Tournament Procedures (Timing)] to zero. Verbal announcements of the total presentation time must be made at the end of the presentation. Presentations, which do not conform to the suggested time parameters, may be penalized at the discretion of the judge.
5. After speaking, each contestant shall return the topic to the judge and must remain in the room to listen to the remaining speakers. It is important, in this situation, that the judge collects the multiple copies of the topic from the contestants prior to allowing the contestants to leave the room. The judge must return all copies of the prompts to the tabulation room with their ballot.

Introduction/transitional material: Interpreters may include an introduction with some remarks descriptive of the work, including plot, themes, mood, setting, character, and/or information about the author(s); such information may be used as transitional material. Introductory or transitional material is included in the time limits and may include singing, humming, or other creative approaches.
Clothing: Street attire that suggests mood and character is permissible. Costumes that are unique to the stage, such as period dress and robes, are prohibited.
BASIS OF DECISION
Oral Presentation: Original characterizations are encouraged. Only sound created by the voice and the body of the interpreter is allowed. Mechanical aids or instruments are not permitted. Sound made by unaltered chairs, stools, and/or blox are permitted.
Platform Conduct: The interpreter may gesture and move around the platform as necessary. Good interpretation requires total physical, vocal, and emotional involvement. The presentation should not be dominated by choreography, and movement should be appropriate to the theme of the presentation. The use of a manuscript or notes is optional. NO hand props, decorative scripts, lighting, scenery, reader’s stands, benches, platforms, or risers are permitted. ONLY chairs, stools, and blox (BLOX with an X is defined as: An object with a flat base, top and sides, typically square or rectangular) are acceptable. Any physical manipulation using a chair/stool/blox during a round is allowable and permissible.
Suitability of Selection: Selections should reflect a reasonable standard of literature that is appropriate for the level of competition. The selections should be appropriate to the age, temperament, and capabilities of the interpreter. The selection(s) should be of the type that shows insight into human nature and creates an impact on the listener. Editing is permitted, but the author's intent must be preserved. The rewriting of a selection to change the gender of the primary characters is inconsistent with the author's intent and thus is not permitted. In interpretation events, the use of quality literature should be noted favorably, and a selection devoid of literary merit should be scored accordingly.
Timing: Each presentation must be timed. Timing starts when the presentation of the contestant begins. Either the judge or an alternate timekeeper, under the supervision of the judge, is responsible for using a stopwatch and for displaying time cards that are clearly visible to the contestant unless the performer prefers not to have visual timing. The number showing on the card should indicate the amount of time remaining. Judges should give an oral report of the actual time at the completion of each performance. Timing must be indicated on the ballot as well as on the contestants' critique sheets.
Presentations that do not conform to the suggested time parameters may be penalized at the discretion of the judge. Penalties are not mandatory for timing irregularities.
HIGH SCHOOL: The time limit for Multiple Interpretation in high school is ten minutes to fifteen minutes.
MIDDLE LEVEL: The time limit for Multiple Interpretation in middle level is eight minutes to twelve minutes.
Contestant Evaluation: The ballot must be completely filled out and needs to include the contestant's name and code, the author, the rank, the percentage score, and the time of the presentation. Judges are to complete their ballots legibly.
The assignment of a score between 79-75 should be reserved for special circumstances; such as when a contestant fails to complete his or her presentation, exhibits inappropriate behavior, or performs highly inappropriate material.
Critique sheets and ballots must be ballot collection/returned to the tabulation room at the conclusion of each round.
Note: Please follow the instructions given at the judge’s meeting concerning speaking order. Some Invitational tournaments may draw in round. Regional & State Tournaments use the order as listed on the schematic.

Speaker A opens with a 2½-minute Pro. Every speaker after takes 2 minutes of prep and 2 minutes of cross-examination of the speaker before them, in whichever order they choose, then speaks for 5 minutes: about 2½ minutes of Con against that speaker’s Pro, then about 2½ minutes of their own Pro. When the last speaker has given their Pro, Speaker A takes their prep and cross-examination against them and closes with a 2½-minute Con.
Debaters should flow every round. They may cross-apply arguments and evidence other debaters have presented. Most come with one well-developed Pro contention and several prepared Con contentions.
▶Public Forum
Teams of two debate the resolution, one side Pro and one Con. Before every round a coin is tossed: the team that wins chooses EITHER its side OR whether it speaks first or second, and the other team makes the remaining choice. The judge decides the round only on what is said in it — an argument a team does not answer is conceded — and writes a reason for the decision.
The round, in order: first speaker of Team A, constructive (4 minutes); first speaker of Team B, constructive (4); crossfire (3); second speaker of Team A, rebuttal (4); second speaker of Team B, rebuttal (4); crossfire (3); first speaker of Team A, summary (3); first speaker of Team B, summary (3); grand crossfire, all four debaters (3); second speaker of Team A, final focus (2); second speaker of Team B, final focus (2). Each team has 3 minutes of prep to use during the round.
Debaters may bring new evidence for an argument already made in the summary and final focus, but no brand-new arguments. In crossfire they take turns asking and answering.
Speaker points run from 26 to 30 in half points. No two debaters in a room may get the same points, and the winning team must get the same or more points in total than the losing team.
